Can I sell on taobao as a foreigner

1- which online bank is better for selling on taobao . wise or Payoneer, and which one is better to link it to alipay,

2-if I won't use alipay, how can I use unionpay international, and how does it work?

i need information of steps to do if i want to sell on taobao

1- if i have to have alipay verified account which bank is better ( payoneer or wise ) or both accepted ?
